      Board Members

      By state law, the management of the Public Employees’ Retirement Association funds is vested in PERA’s Board of Trustees. The 16-member Board of Trustees includes three Trustees appointed by the Governor and confirmed by the Senate; four members from the School Division; three members from the State Division; one member from the Local Government Division; one member from the Judicial Division; one member from the DPS Division; two PERA retirees; and the State Treasurer as an ex officio, voting member.

      Hon. Rebecca R. Freyre

      Position: Chair

      Term: Expires June 30, 2027

      Appointing Authority: Judges

      Hon. Rebecca Freyre, first appointed to the PERA Board of Trustees in 2019, is a Judge with the Colorado Court of Appeals. She was elected as Vice Chair effective January 2025 and became Chair in July 2025. She served as a deputy public defender for 25 years and began her legal career in 1990.

      Judge Freyre holds a B.A. from Smith College and a J.D. from the Denver University Sturm College of Law. She is a fellow of the Colorado Bar Foundation and was appointed as Chief Deputy of the Court of Appeals in January 2022.

      Trina Ruhland

      Position: Vice Chair

      Term: Expires June 30, 2027

      Appointing Authority: Local Government Division Employees

      Trina Ruhland, appointed to the PERA Board of Trustees in 2022, is Deputy County Attorney for the Boulder County Attorney’s Office. She served as a law clerk to the Honorable Allison H. Eid on the Colorado Supreme Court from 2010-2011. Prior to joining the County Attorney’s Office, she was a litigator with a large law firm in Denver practicing class action, products liability, and tort defense. She was elected as Vice Chair effective July 2025.

      Ms. Ruhland earned an A.B. in Mathematics from the University of Chicago and a J.D. from the University of Colorado. She is a member of the Colorado Bar Association.

      Eunice Botchway

      Term: Expires June 30, 2029

      Appointing Authority: School Division Employees

      Eunice Botchway, elected to the PERA Board of Trustees in 2023, is a Special Education Teacher in Adams-Arapahoe School District 28J. She previously worked in Cherry Creek School District 5 as an ELS Specialist, ECE instructor, Special Education Teacher, and READ ACT Teacher.

      Ms. Botchway holds both a B.A. in Special Education and an M.A. (CLDE) from Regis University. Licensed in Special Education (K-12), Elementary Education, and as a Special Education Generalist, she is a member of the National Education Association, Colorado Education Association (Ambassador Fellow), and the National Association of Special Education Teachers.

      Nathan Geroche

      Term: Expires June 30, 2028

      Appointing Authority: School Division Employees

      Nathan Geroche, appointed to the PERA Board of Trustees in 2020, is a Science Teacher at Boulder Valley School District. He began his career in 2015 at Ralston Valley High School in Jefferson County School District R-1.

      Mr. Geroche holds a B.A. in Chemistry from the University of Colorado Boulder and a M.A. from the University of Colorado Denver.

      Amy Grant

      Term: Expires June 30, 2028

      Appointing Authority: DPS Division Members and Retirees

      Amy Grant was first elected to the PERA Board of Trustees in 2012. She began her career with Denver Public Schools in 1991 and is a retired office support professional from the JROTC Department at Denver Public Schools. Ms. Grant currently serves on the Executive Committee of the National Council on Teacher Retirement (NCTR).

      Ms. Grant holds a B.A. from Edinboro University of Pennsylvania and a Certificate from the International Foundation of Employee Benefit Plans (IFEBP).

      Cynthia Loh

      Term: Expires July 10, 2028

      Appointing Authority: Governor

      Cynthia Loh was appointed to the PERA Board of Trustees by Gov. Polis in 2025. She has served in executive leadership roles in the financial services sector, including Capital One, Goldman Sachs and Charles Schwab. She is a member of the Young Presidents’ Organization (YPO) Boulder Chapter.

      Ms. Loh holds a B.A. in Cognitive Science from the University of California, Berkeley, an M.B.A. from Stanford University Graduate School of Business, and is a CFA® charterholder.

      Chad Marturano

      Chad Marturano

      Term: Expires June 30, 2030

      Appointing Authority: State Division Employees

      Chad Marturano, elected to the PERA Board of Trustees in 2026, is Vice President and Chief Financial Officer for the University of Colorado System. He holds a B.A. in Economics from Colorado State University and an M.A. in Political Science from University of Colorado Denver.

      Mr. Marturano has previously worked as a Legislative Liaison for the Colorado Department of Higher Education, a Principal Consultant for the Colorado Department of Education, a Senior Budget Analyst for the Office of State Planning and Budgeting, and an Economic Analyst for Pacey Nehls Economic Consulting. In addition to serving on the PERA Board, Mr. Marturano is a Trustee for the University of Colorado Health and Welfare Trust.

      Maruti D. Moré

      Term: Expires June 30, 2029

      Appointing Authority: State Division Employees

      Maruti D. Moré, elected to the PERA Board of Trustees in 2025, is Chief Investment Officer of the Colorado Department of the Treasury. He previously worked as a Senior Portfolio Manager and Director of Fixed Income at Colorado PERA. Additionally, he was a Stock Analyst for the State of Wisconsin Investment Board and an Investment Officer for the State of Connecticut Treasury. Mr. Moré is a Chartered Financial Analyst and holds a B.A. and M.A. in economics, an MBA in finance, and an LL.B. in law.

      In addition to serving on the PERA Board, Mr. Moré is a member of the Chartered Financial Analysts Institute, the Colorado CFA Society, and a delegated substitute for the State Treasurer on the University of Colorado Investment Advisory Committee.

      Tina Mueh

      Term: Expires June 30, 2029

      Appointing Authority: Retirees

      Dr. Tina Mueh was elected to a Retiree seat on the PERA Board of Trustees in 2025. She previously served on the PERA Board from 2017 to 2022 in a School Division seat. Dr. Mueh is a retired secondary science educator from the Boulder Valley School District. She holds a B.A. and an M.A. in biology from the University of Colorado Boulder and a Ph.D. in ecology and evolutionary biology from the University of Colorado Boulder.

      Dr. Mueh formerly served on the Colorado General Assembly’s Pension Review Subcommittee. She is a member of the Colorado Education Association–Retired Chapter.

      Hon. Timothy M. O’Brien

      Term: Expires June 30, 2027

      Appointing Authority: Retirees

      Timothy M. O’Brien served on the PERA Board of Trustees from 1984 through 1995 in an ex officio capacity as the Colorado State Auditor. In 2011, he was elected to a Retiree seat on the PERA Board for a four-year term, re-elected in 2015, and reappointed in 2019.

      Mr. O’Brien is a licensed Certified Public Accountant and holds the designations of Chartered Financial Analyst and Chartered Global Management Accountant. He earned a B.S.B.A. from Loyola University of Chicago and an M.B.A. from the University of Colorado.

      Jennifer Pasquino

      Term: Expires July 10, 2030

      Appointing Authority: Governor

      Jennifer Pasquino, a retired Chief Financial Officer and Senior Finance Leader, was appointed to the PERA Board of Trustees by Gov. Polis in 2022. She is also a Board member, Treasurer, and Chair of the Audit and Risk Committee for Elevations Credit Union. She has served as an Investor Relations Officer and a Chief Accounting Officer for Fortune 500 companies.

      Ms. Pasquino holds a B.A. in Economics from The Ohio State University, an M.B.A. in Corporate Finance from NYU Stern School of Business, and a certificate from Columbia Business School in Board Directorship and Corporate Governance.

      Marcus A. Pennell

      Term: Expires June 30, 2029

      Appointing Authority: School Division Employees

      Marcus Pennell was first elected to the PERA Board of Trustees in 2003. He has served as both the Chair and as the Vice Chair during his tenure. Mr. Pennell is a Physics Teacher and Department Chair at Ralston Valley High School in Jefferson County School District R-1.

      Mr. Pennell holds a B.A. from Western Washington University and an M.A. from the University of Phoenix. He also attended the Pension Fund and Investment Management Executive Education Program at the Wharton School of Business, University of Pennsylvania.

      Andrew Schremp

      Term: Expires July 10, 2029

      Appointing Authority: Governor

      Andrew Schremp, President of Rough Rider Capital, was appointed to the PERA Board of Trustees by Gov. Polis in 2025. He is also a Board Member at Anne Carlsen, a Member at Colorado Concern, and a Member of the Economic Club of Colorado. Mr. Schremp is an entrepreneur, investor, operator, and advisor with experience leading software companies of all sizes and stages, from founding to exit, bringing a focus on product, strategy, and go-to-market to drive innovation and operational excellence. He has a strong track record in private equity value creation through initiatives such as pricing optimization, sales acceleration, customer success, AI-powered digital transformation, talent development, KPI-driven performance management, and scalable operating models.

      Mr. Schremp holds a B.A. in Economics from Amherst College.

      Scott Simon

      Term: Expires June 30, 2028

      Appointing Authority: State Division Employees

      Scott Simon, elected to the PERA Board of Trustees in 2024, is the Chief Investment Officer for the Fire and Police Pension Association of Colorado. He is a Chartered Financial Analyst and holds Bachelor of Science and Master of Science degrees from the University of Colorado and a Juris Doctor degree from the University of Denver College of Law.

      Mr. Simon has previously worked as a Portfolio Manager for the University of Colorado Foundation, Director of Due Diligence at National Planning Holdings, Internal Legal Counsel and Analyst/Portfolio Manager at Qwest Asset Management, and Investment Analyst at Denver Employees Retirement Plan.

      Tonya J. Thompson

      Term: Expires June 30, 2030

      Appointing Authority: School Division Employees

      Tonya J. Thompson was elected to the PERA Board of Trustees in 2025 and currently serves as General Counsel for Harrison School District 2. She previously served as General Counsel for Academy School District 20, Assistant Director of Federal Programs at Jefferson County Public Schools, and as an assistant principal and teacher in Aurora Public Schools.

      Ms. Thompson is a licensed attorney in both Colorado and Arizona. She holds a B.A. in Chemistry of Biological Sciences from the University of Colorado, an M.A. in Education Administration from the University of Phoenix, and a Juris Doctor from the University of Denver.

      In addition to her service on the PERA Board, Ms. Thompson is a member of the Council of School Attorneys, the Colorado Association of School Executives, the Colorado Women’s Bar Association, and the Colorado Lawyers Committee Education Task Force. She also previously served as a legislative appointee to the Colorado Boards and Commissions.

      Hon. Dave Young

      Position: Ex Officio Member, State Treasurer

      Colorado State Treasurer Dave Young is a former math, science and technology teacher at Heath Junior High in Greeley and a Senior Instructor for the Information and Learning Technologies program at the University of Colorado Denver. He also was a member of the Colorado House of Representatives.

      Mr. Young earned a Bachelor’s degree in Mathematics from Colorado State University and a Master’s in Information and Learning Technologies from the University of Colorado Denver.
