Colorado PERA Announces Management Changes

Jeremy Hill Joins PERA as Chief Administrative Officer and Kevin Gallaway Promoted to General Counsel

DENVER—The Colorado Public Employees’ Retirement Association (PERA) recently selected Jeremy Hill as Chief Administrative Officer, and promoted Kevin Gallaway as General Counsel.

Hill joins Colorado PERA from the Colorado Department of Human Services (CDHS), where he was the Deputy Executive Director of Administrative Services after serving in various positions there since April 2014. Prior to his employment with CDHS, he was Assistant Attorney General with the Colorado Department of Law.

In his role as PERA Chief Administrative Officer, Hill will provide strategic oversight and management of the administrative and shared service divisions of PERA, which include Accounting, Actuarial Services, Application Development, Communications, Human Resources, Information Technology, Operations Support, and Property Management. Hill is a graduate of Ohio State University with a Bachelor’s degree in Political Science, and holds a Juris Doctorate degree from the University of Denver’s Sturm College of Law.

Gallaway began his employment at PERA in 2016 as a Staff Attorney and later promoted to Senior Staff Attorney in 2020. Prior to his employment at PERA, Gallaway worked as an attorney in private practice with two Denver metro area law firms. As General Counsel, Gallaway will lead the Legal Division at PERA and serve the PERA Board of Trustees as their counsel. Gallaway is a graduate of Rutgers University with a Bachelor’s degree in Communication, and holds a Juris Doctorate degree from Seton Hall University School of Law.

“Serving PERA’s members is at the core of what we do and I am eager to lead the Legal team, providing expertise and experience to the PERA policy and decision-making process,” Gallaway said. “My team is committed to upholding our fiduciary duty to the members and benefit recipients of Colorado PERA, and we are ready to serve the PERA Board of Trustees as it oversees the management of the retirement funds.”

Ron Baker, PERA’s Executive Director, said about Hill and Gallaway, “I’m pleased to round out PERA’s leadership team with both Jeremy and Kevin. I know they will help PERA to innovate and build on a tradition of service as we continue to adapt to meet the changing needs of our membership.”

Hill replaces Kevin Carpenter, who retires from PERA in May; Gallaway replaces Adam Franklin who left PERA in March for a new job.

Colorado PERA provides retirement and other benefits to more than 630,000 current and former teachers, State Troopers, corrections officers, snow plow drivers, and other public employees who provide valuable service to all of Colorado. PERA is a vital and stable contributor to Colorado’s economy, distributing more than $4.2 billion in 2020 to more than 105,000 retirees who live in Colorado.
